CARDINAL ENVIRONMENTAL CONSULTANTS INC.

For over 25 years, Cardinal Environmental Consultants Inc. has provided quality and cost effective hazardous material investigation and management.  We provide a broad spectrum of environmental, health and safety consulting solutions to meet the needs of both the public and private sectors.

 

Native to Southern California, Cardinal Environmental has maintained a family owned and operated atmosphere.  We keep a close personal relationship with all of our clients and do our best to respond to matters in a quick and precise manner. 

 

Being bred in the construction driven industry we are no stranger to project deadlines and complications.  As a hazardous materials manager it is our goal to maintain the schedule and cost efficiency of the remediation portion of the project.  Remediation specifications, procedural clean ups, and site assessments are few of our finely tuned services. 

 

In more recent years our project portfolio has grown to include several modernization projects for a number of different school districts, and major renovations of federally owned installations.

EXPERIENCE & SAFETY

We bring a strong construction orientation to our consulting services and participate extensively, when possible, in the planning and coordination of the hazardous materials-related abatement requirements.  Our experience has made us aware of the need to ensure that the abatement plans are compatible with the reconstruction plans, and that the abatement activities must also take place in close coordination with the construction activities.  Our experience in this regard, covering the past or ongoing modernization of approximately 65 schools, has made us a valuable team member in overall project planning and administration as well as managing the abatement activities.

 

Our long-term relationship with our clients has been based on their trust in our commitment to be cost effective and focused on their best interest.  That interest includes both project cost and project-related liability issues.

 

Our standard approach to modernization projects includes familiarization with all available relevant information and plans, supplemental sampling as appropriate, reports to involved architects and district staff regarding the extent to which hazardous materials are present, the extent to which they will be impacted by the modernization, and our opinion regarding the pros and cons of their removal or alternative treatment.  We have had experience with the EPA (through the South Coast Air Quality Management District) regarding environmental contamination related to abatement, OSHA regarding worker safety during abatement, and DTSC regarding the acceptability of abatement plans.

PAST PROJECTS

The success we have had at establishing and maintaining long-term relationships with our clients is the best indication we can give of our past performance.  Examples of relevant projects include:

 

  • Three-year Re-inspections:  Tustin, Newport-Mesa, Riverside, Moreno Valley Unified School District, West Covina Unified School District, Whittier Union and Perris Union High School Districts, and various private schools.

  • Six-Month Surveillance:  Tustin, Newport-Mesa, Riverside, West Covina, and Moreno Valley Unified School Districts

  • Design, Management and Monitoring of Abatement Projects:  All of the above, plus Irvine Unified, Redondo Beach Unified, Rancho Santiago Community College District, Irvine Company, County of Orange, and others.  Included are a 23-school and an 11-school program for Riverside Unified, approximately 24 individual schools for Santa Ana Unified, a 6-school program for Moreno Valley Unified, and a three school program at West Covina Unified School District.

  • Asbestos Surveys:  All of the above.

  • Lead Paint Surveys:  Riverside, Moreno Valley, South Whittier, Rowland, Tustin, and Irvine Unified School Districts.

  • Mold or Other Indoor Air Quality Projects:  Tustin, Newport-Mesa, Orange, Magnolia, and Moreno Valley Unified, City of Rancho Cucamonga, and County of Orange.

Cardinal’s success at providing good customer service is implied by our client base.  We are on-call for any task, big or small.  For several of our clients we function almost as a part of their organization.  As we have become increasingly familiar with the sites, we have become increasingly cost effective in responding to the District’s needs.  

EFFICIENCY -

We normally function on a time and materials basis and are trusted to operate efficiently.  For some tasks, such as the recurring Six-month Surveillance, we have a fixed price – which generally stays the same for several years.  

CUSTOMER SERVICE -

While we normally have a primary contact at Cardinal for each client, we all are involved with all of our clients.  As a result, anyone at Cardinal can respond effectively to a request.
